What is actually holding governments back on the agentic state

When it comes to The Agentic State, what is actually holding governments back? The launch of our vision paper last October triggered months of conversations with governments across every continent. In this new piece, Luukas Ilves and Simone Maria Parazzoli distill what we heard in terms of gaps, highlighting seven key ones:

  1. Use-case prioritisation
  2. Reference architectures
  3. Standards and interoperability
  4. Model benchmarks
  5. Operational governance frameworks
  6. ROI and funding
  7. Organisation and talent

One observation worth sitting with: if public interfaces are not designed for agentic access, they will be accessed by agents anyway. Just badly, noisily, and without control. Bolting on stricter bot detection buys months, not years. Governments do not get to opt out of this transition. They get to shape it or watch it happen to them.
